The "Commission to Study and Develop Reparation Proposals for African-Americans Act" seeks to establish a 13-member body to delve deeply into historical slavery and other long-standing racial inequalities that have economically impacted African-American communities.

Discussions around reparations have highlighted varying viewpoints on how to effectively address past harms. Senator Harris advocates for a comprehensive examination of past policies and their detrimental impacts on African Americans, aiming to move forward with reparative measures that encompass far more than financial compensation.
