Bill Gates held top-secret DOE security clearance for seven years, Rand Paul reveals at hearing

Sen. Rand Paul entered a government letter into the congressional record showing Microsoft co-founder Bill Gates held a top-level Department of Energy security clearance from 2014 to 2021, a period that overlapped with federally funded gain-of-function virus research.

The Kentucky Republican obtained the letter and presented it during a committee hearing this week, the same session where retired NIAID chief Dr. Anthony Fauci invoked his Fifth Amendment right against self-incrimination more than 100 times. Neither the Department of Energy nor the Bill and Melinda Gates Foundation had responded to requests for comment as of Sunday, Breitbart reported.

The clearance Gates received, known as "Q clearance", is the DOE's equivalent of a top-secret designation. The National Security Law Firm describes it as granting access to classified government information. Gates, a private citizen and longtime vaccine advocate, held it for seven consecutive years, beginning during the Obama administration and ending in 2021.

What remains unanswered is why Gates needed it. The letter entered into the record documents the clearance period, but the issuing agency, the stated justification, and the official who authorized it have not been publicly identified. Paul did not explain those details at the hearing, and the DOE has stayed silent.

Fauci refused to answer more than 100 questions under oath

Fauci's appearance at the same hearing drew its own scrutiny. The former head of the National Institute of Allergy and Infectious Diseases invoked Fifth Amendment protection against self-incrimination more than 100 times, declining to answer questions from lawmakers. Paul has pursued Fauci's accountability since shortly after the COVID pandemic, pressing him on his role in shaping masking guidelines, social distancing rules, and economic shutdowns.

The hearing followed weeks of public remarks by Paul linking Gates and Fauci to the broader gain-of-function debate. In a Fox News appearance late last month, Paul laid out his case bluntly.

Paul has clashed repeatedly with Fauci in Senate proceedings, and this week's session was no exception. Fauci's refusal to answer questions, on the same day Paul revealed the Gates clearance letter, left the committee with a wall of silence on two of the most pressing questions about the pandemic's origins.

Paul told Fox News viewers that responsibility for the pandemic extends beyond Beijing:

"The blame equally should go not only to Chinese authorities, but to Anthony Fauci and all those who advocated for this."

He then turned to Gates's involvement in virus-hunting research:

"Look, Bill Gates has been over there recently. Bill Gates is the largest funder of trying to find these viruses in remote caves and bring them to big cities."

Paul described a pipeline from remote caves to a city of 15 million

Paul painted a specific picture of the research chain he says led to the pandemic. Researchers, he alleged, traveled eight to ten hours south of Wuhan, descended 200 to 300 feet into caves, collected viruses, and transported them back to a lab in a city of 15 million people.

"What happened in China is they went 8 to 10 hours south of Wuhan, 2 to 300 feet deep into a cave, found viruses and took them back to a city of 15 million."

At the hearing, Paul went further, alleging that Fauci's NIAID funded research at the Wuhan lab and that the same facility was developing biological weapon technology. Those are Paul's allegations, not confirmed findings from the letter or any document cited in the record so far.

The overlap between Gates's seven-year clearance and the period when federal agencies were funding gain-of-function studies is what gives Paul's revelation its weight. Gates held access to classified DOE information during the same years that Fauci faced mounting accusations about his agency's role in funding dangerous pathogen research abroad.

Separately, emails reported by the Daily Caller News Foundation showed Fauci communicating with Facebook CEO Mark Zuckerberg, an unnamed Gates Foundation executive, and an unnamed Chinese health official during the pandemic. In one exchange, Fauci told the Chinese official that the two countries would "get through this together." The full content of those emails has not been released publicly.

DOE and the Gates Foundation have not explained the clearance

The Daily Caller News Foundation sought comment from the Department of Energy, the Gates Foundation, and Paul's office. As of Sunday, none had responded. That silence leaves basic questions hanging: What classified programs did Gates access? Who inside the DOE approved a seven-year clearance for a private citizen with no government role? Did the clearance relate to energy policy, nuclear matters, or something else entirely?

Q clearance is not routine. It is the DOE's gateway to information classified at the highest levels, including material related to nuclear weapons and sensitive national security programs. Granting it to a private philanthropist for seven years, without any public explanation, is unusual on its face.

The broader pattern of elite access to classified government programs with minimal public accountability is not new, but the Gates clearance raises a distinct set of concerns. A billionaire vaccine advocate held top-secret DOE access during the exact years that gain-of-function research became the most consequential, and most contested, scientific enterprise on the planet.

Paul, a physician himself, has made the case for years that the public deserves a full accounting of who funded what, who knew what, and who had access to what during the run-up to the pandemic. Fauci's more-than-100 invocations of the Fifth Amendment did not advance that accounting. The Gates clearance revelation adds another unanswered question to a pile that keeps growing.

When the people who shaped the pandemic response, and may have helped create the conditions for the pandemic itself, refuse to talk and the agencies that enabled them refuse to explain, the public is left with silence where accountability should be. Silence is not an answer. It is a choice.
