Trump brands Cuellar a loser for staying Democrat after pardon

President Trump called Rep. Henry Cuellar a loser for remaining a Democrat after a presidential pardon and boosted the Republican now running to unseat him.

In a Truth Social message Wednesday, President Donald Trump unloaded on the Texas Democrat he spared from prosecution and put his weight behind Webb County Judge Tano Tijerina, the Republican challenging Cuellar in the state’s 28th Congressional District.

Trump delivered the same message at a rally in San Antonio the same day. Fox News reported the president framed the endorsement as payback for what he called disloyalty and ingratitude after the pardon.

Cuellar has held his House seat since 2005. Last year Trump pardoned the congressman and his wife, Imelda, as the couple faced federal charges tied to bribery and money laundering. Trump said he expected gratitude in the form of a party switch. He did not get it.

Trump says he made no deal and got nothing back

Trump insisted he never cut a bargain with Cuellar. He said he simply expected the Democrat, after being spared years in prison, to leave the party that had pursued him.

In the Truth Social post, Trump wrote:

"In any event, I did the pardons, and made no deal, where a crooked politician would have, but I thought there would be a good chance that Cuellar, who was persecuted by Democrats because they didn’t like him, would have routinely gone over to the Republican Party, the people that saved him from years in prison,"

He went further, calling the incumbent a loser who should be locked up and casting the race as a chance for voters to punish disloyalty.

Trump continued:

"In any event, the man running against him, Tano Tijerina, is a STAR and, hopefully, will WIN! We call that payback for a disloyal and ungrateful person, a person whose life has been saved only to go back into the clutches of the people that tried so hard to destroy him. Henry Cuellar is a LOSER who, right now, should be serving a longterm jail sentence with his wife in a top level penitentiary,"

The president also said he was “very proud” he refused to trade clemency for a switch and instead trusted Cuellar’s character, “which turned out to be a faulty one.”

That line of hard accountability fits a broader pattern from Trump on consequences for wrongdoing, including when he presses Congress for mandatory prison time in major fraud cases.

Tijerina seizes the opening in South Texas

Tijerina wasted little time answering. The Webb County judge and former baseball standout posted on X Wednesday that Trump had simply confirmed what locals already knew.

Tijerina wrote:

"Everyone in South Texas knows anything after Hello coming from Henry Cuellar is a lie. President Trump just confirmed that."

Trump’s post described Tijerina as a “legendary Baseball Star, Great Athlete, respected County Judge, and fine person” who should beat Cuellar so voters can mark the cost of political disloyalty.

The race sits in a South Texas district where border security, crime, and trust in public officials remain live issues. Cuellar has long cast himself as a more moderate Democrat on immigration. Trump’s earlier Truth Social comments, from the period around the pardon, claimed former President Joe Biden used the FBI and DOJ to target Cuellar after the congressman criticized open borders.

Trump previously wrote that Biden moved to “take out” a member of his own party and went after Cuellar and Imelda “simply for speaking the TRUTH.” Those claims remain Trump’s account of the prosecution’s origins; the information needed does not include charging documents or a full case timeline beyond the bribery and money-laundering description.

Political score-settling language is familiar terrain for Trump, who has also framed nomination fights in similar terms, as when he accused Cornyn of using a confirmation fight as payback.

Pardon power meets party loyalty test

Presidential pardons are unilateral. They wipe legal exposure; they do not revise party registration or force a thank-you tour. Trump made that bargain explicit after the fact: he said he could have demanded a deal and chose not to. Cuellar stayed a Democrat and is seeking re-election.

Fox News Digital contacted Cuellar’s campaign on Thursday for comment. No response appears in the available reporting.

The contrast is stark. Trump used clemency, then watched the beneficiary remain inside the same party apparatus he says tried to destroy the congressman. Now the president is telling South Texas voters to finish the job at the ballot box by elevating Tijerina.

Trump’s approach to high-stakes justice decisions has been direct in other settings as well, including when he cleared the way for an Army firing squad in the Fort Hood jihadist case and later when he approved that execution path nearly 17 years later.

Here the tool was mercy rather than a sentence. The political return, in Trump’s telling, never arrived. So he is converting the snub into a campaign weapon for the Republican challenger.

What voters now get to decide

Cuellar’s long tenure, the prior federal charges, the pardon, and the refusal to switch parties are now fused into a single midterm storyline. Trump is not subtle about the ask: reward the county judge, punish the incumbent, and treat party loyalty after clemency as a public test.

Tijerina’s early reply shows the challenger intends to run on that frame. Cuellar’s campaign silence, at least in the initial Fox News outreach, leaves the president’s version of events unanswered for now.

South Texas voters will settle whether a pardon without a party switch still carries a political price. Trump has already named the price he wants paid.

Mercy without reciprocity is not a governing strategy voters have to accept twice.
