Australian College Faces Compliance Deadline After Investigation

Hillsong College, a religious institution linked to the global Hillsong Church, is on an 18-month probation period following an in-depth investigation by the Australian regulator.

The college must address compliance failures to maintain its charity status or face potential consequences, The Christian Post reported.

The investigation, conducted by the Australian Charities and Not-for-profits Commission (ACNC), began in September 2022 after serious allegations surfaced concerning Hillsong Church charities. Subsequent scrutiny uncovered various compliance issues at Hillsong College, covering areas like financial, operational record keeping, and governance practices.

These deficiencies also included violations related to the ACNC's External Conduct Standards, which ensure appropriate management overseen in international activities. In light of these findings, the college agreed to an enforceable undertaking to overhaul its governance and administration practices.

Increased Oversight and Compliance Measures

As a repercussion of the investigation, Hillsong College on December 20, 2024, officially committed to adhere to stringent conditions set forth by the ACNC. This enforceable agreement mandates the implementation of a robust governance action plan, submitted by the college in August, which highlights planned improvements in future operations.

Essential actions in this plan include maintaining thorough meeting minutes and keeping detailed records on key management personnel. These measures are critical to ensuring the college meets the standards expected of charities in Australia.

Hillsong College's leaders must also provide the ACNC with periodic progress reports at six, twelve, and eighteen months' benchmarks. This ongoing oversight aims to ensure compliance and mitigate potential future violations.

Previous Challenges and Allegations for Hillsong

The compliance issues at Hillsong College are not isolated incidents but are part of broader challenges facing the Hillsong Church network in recent years. In March 2023, Andrew Wilkie, an independent Australian MP, highlighted alleged illegal activities based on whistleblower information concerning the Church's financial practices.

"Last year, a whistleblower provided me with financial records and board papers that show that Hillsong is breaking numerous laws in Australia and around the world relating to fraud, money laundering, and tax evasion," Wilkie claimed, drawing attention to purported misuse of church funds for extravagant expenditures.

Hillsong Church, however, has refuted these allegations. A spokesperson described Wilkie's accusations as "out of context and related to untested allegations made by an employee in an ongoing legal case." They assert the claims have been misrepresented.

Strategic Adjustments and Leadership Transitions

This regulatory scrutiny comes at a time when Hillsong is also reevaluating its expansion and operational strategies internationally. The College recently announced it would pause its expansion plans in the U.S. and focus more keenly on streamlining its operations to ensure sustainability and alignment with its mission.

"This decision is part of a strategic refocus of the college's leadership development and education strategy, aligning with Hillsong Church's global strategy and mission," explained Hillsong officials about the operational pause.

The controversy and governance challenges also coincide with leadership upheavals within the Church. In March 2022, Brian Houston, founder of Hillsong Church, resigned amid misconduct allegations. Post-resignation, he and his wife launched a new online ministry, indicating a continued inclination towards religious leadership despite the controversies.
