Rollins urges SNAP overhaul amid waste claims
An urgent call for government reform dominated remarks by U.S. Secretary of Agriculture Brooke Rollins at a high-profile policy event.
Rollins leveled strong criticism at the Supplemental Nutrition Assistance Program (SNAP), asserting that it is plagued by “fraud and abuse and corruption” and signaling that significant changes are on the horizon. SNAP, known to many as the food stamp program, provides assistance to millions of Americans in need. However, Rollins asserted that the program is currently mismanaged, with substantial sums of taxpayer money being wasted or misused. She highlighted the staggering statistic that the United States Department of Agriculture (USDA) spends $400 million per day across 16 nutrition programs, calling into question the efficiency and efficacy of current spending.
Rollins Cites Major Concerns Over SNAP Spending
During the event, Rollins repeatedly stressed the magnitude of the USDA’s nutrition expenditures, arguing that such immense government spending demands careful scrutiny. “Again, let me repeat that $400 million of our taxpayer money is spent every day across our nutrition programs, just at USDA,” she said, underscoring her concerns about accountability and transparency.
In her remarks, Rollins did not shy away from controversy. She described SNAP as “ripe with fraud and abuse and corruption,” pointing to recent law enforcement actions as evidence. According to Rollins, the Secret Service recently conducted stings that led to the arrests of individuals involved in SNAP fraud schemes, with “tens of millions of dollars” allegedly stolen from the program.
Rollins also alleged that some of the misappropriated funds had been distributed to individuals not legally eligible for assistance, including illegal aliens. She implied that insufficient oversight and lax enforcement have contributed to these persistent problems.
Policy Debate Over Work Requirements and Oversight
Rollins’ remarks reignited debate over the role of work requirements for SNAP recipients. She expressed disbelief that “able-bodied, grown adults” could receive assistance without any obligation to work, calling the situation “sort of insane.” Her comments reflect a longstanding policy dispute in Washington over how best to balance assistance for those in need with fiscal responsibility.
Critics of strict work requirements argue that they can unfairly punish vulnerable populations, such as those struggling with illness, caregiving responsibilities, or limited job opportunities. There’s just a lot a lot of work that we need to do,” Rollins said. She emphasized the importance of working not only with Congress but also with state partners to implement lasting changes.

And so that’s a big, important part of our work at USDA. We’ll be rolling out more on that the coming weeks. We’re rolling out a lot right now, a lot of policy agendas that we’re working on really hard, but that’s at the very top of the list, and obviously working with our partners in Congress is going to be really important, but also our partners out in the states.
This process, Rollins suggested, would not be easy but was necessary to restore trust in the system and ensure that public resources are being used effectively.
Critics Respond to Allegations of SNAP Abuse
Advocates for SNAP recipients and anti-hunger groups have long argued that instances of fraud while concerning, represent a small fraction of overall program spending. They caution that focusing on fraud risks stigmatizing recipients and undermining support for a critical safety net program.
Some policy experts point out that federal and state governments have implemented a range of anti-fraud measures in recent years, including electronic benefit transfer (EBT) systems, data matching, and penalties for program violations. These steps, they argue, have improved oversight and reduced abuse, though challenges remain.
At the same time, Rollins’ comments reflect persistent skepticism among some lawmakers and members of the public about the scale of SNAP fraud.
