Romania removed from US visa program over security concerns

Romania has been withdrawn from the Visa Waiver Program by the Trump administration due to rising national security concerns and issues surrounding democratic integrity in Europe.

Romanian eligibility for the U.S. Visa Waiver Program was suspended by Trump following a reassessment of its visa overstay rates and political stability, as Breitbart reports.

The Visa Waiver Program (VWP) permits nationals from included countries to travel to the United States for tourism or business stays of 90 days or less without obtaining a visa.

This program has been a part of U.S. immigration policy since 1986 and has seen expansions under various administrations despite occasional security concerns.

President Donald Trump’s Department of Homeland Security (DHS), in conjunction with the State Department, decided to remove Romania from this program. This action reversed the decision made by former President Joe Biden, who had included Romania in the VWP even amid concerns.

Program functionality, explained

Eligibility for the VWP is strictly regulated, requiring countries to maintain a visa overstay rate below 3%.

Romania's overstay rate showed erratic values: 2.61% in 2024, nearly 9% in 2023, around 13% in 2022, and over 17% in 2021, signaling inconsistency in meeting eligibility criteria.

Furthermore, the inclusion of Romania was paused in March following Biden's initial announcement in January.

This pause was the result of a comprehensive review by the DHS and the State Department, emphasizing the importance of consistent evaluation in the VWP’s administration.

Concerns over European democracy emerge

The removal also comes in the context of larger concerns about the state of democracy in Europe. A senior White House official expressed, “The Administration notes with increasing concern the recent developments across Europe of democratic backsliding.” They added that suppressing the will of the people questions our shared democratic values.

“Healthy democracies do not fear opposing perspectives. Concerted efforts to delegitimize certain political perspectives draw a striking resemblance to the American experience that President Trump faced, including lawfare and censorship,” explained the senior official.

This illustrates the administration's broader geopolitical apprehensions influencing its decision.

Impact on national security assessed

There have been historic concerns regarding the VWP’s impact on national security. Specifically, the 9/11 Commission Staff Report and other assessments have indicated that security needs to be a consideration in the expansion of this program.

The past misuse of the VWP by foreign burglary gangs, who entered the U.S. without a visa to commit crimes, has been a part of the ongoing evaluation of the program's implications for national security.

Despite these concerns, most U.S. presidential administrations have expanded the program over the years, often highlighting its benefits for tourism and international business while managing the associated risks.

Broader consequences of VWP adjustments to unfold

This recent decision reflects the complexities involved in managing international travel and immigration in alignment with national security objectives.

The balance between fostering international openness and ensuring the security of U.S. borders remains a challenging priority for the U.S. government.
