Representatives Brian Mast, Bill Huizenga, and Mike Waltz detailed their apprehensions in a letter to Defense Secretary Lloyd Austin, highlighting issues with ballot availability and voter education for service members.
The lawmakers' intervention comes after receiving multiple complaints from military personnel about insufficient resources and guidance for casting their votes. Service members have reported significant challenges in understanding their voting options and procedures. The administrative level has allegedly provided inadequate education about voter registration processes, absentee ballot requests, and federal write-in absentee ballot procedures.
The Pentagon's Federal Voting Assistance Program has trained over 3,000 Voting Assistance Officers to support military voters. However, lawmakers argue this effort falls short of meeting service members' needs during this critical election period.
The situation has sparked particular concern given the timing, with only four days remaining until Election Day. This creates urgency for immediate action to ensure military personnel can exercise their voting rights.
Congressional Response To Pentagon Protocols
Rep. Brian Mast, a veteran who lost both legs in Afghanistan, expressed strong criticism of the current administration's handling of military voting resources.

They claim to care about democracy and the right to vote, yet they’ve failed to plan accordingly to facilitate the right to vote for every single one of our nation’s brave men and women in uniform. This is absolutely unacceptable. Our nation’s elite warriors deserve to have every opportunity to vote for the next commander-in-chief, especially since that person will be making life-and-death decisions for our troops.
The lawmakers have demanded specific clarifications from Secretary Austin about the training and guidance provided to service members and Voting Assistance Offices. They seek information about the availability of federal write-in absentee ballots and whether military personnel have sufficient time to review sample ballots.
Rep. Mike Waltz, drawing from his 27 years of military service, emphasized the importance of protecting service members' voting rights. The lawmakers maintain that ensuring proper voting access for military personnel should be a top priority.
Defense Department Voting Assistance Framework
The Defense Department's voting assistance system operates under the Uniformed and Overseas Citizens Absentee Voting Act. This legislation requires regular election notifications for service members and expedited mail delivery for absentee ballots in federal elections.
A Defense official has clarified that voting materials and supplies at military installations are distributed based on local requirements and demand.
The official also noted that service members can access additional resources and printable Federal Write-In Absentee Ballots through FVAP.gov.
Installation commanders are responsible for incorporating voting assistance into administrative processes. This includes pre- and post-deployment checklists and in-processing procedures for personnel.
