Texas Gov. Implements Measures to Fight Back Against CCP Influence

In a groundbreaking move, Texas Gov. Greg Abbott has introduced an executive order aimed at thwarting the covert harassment operations carried out by the Chinese Communist Party, specifically targeting Chinese nationals and dissidents in the United States.

Abbott's decree tasks the Texas Department of Public Safety with identifying, charging, and arresting individuals engaged in "Operation Fox Hunt" and similar activities, as the Center Square reports.

The measures taken by Abbott were catalyzed by alerts from the FBI in Houston, which flagged the surreptitious practices of the People’s Republic of China (PRC) in exerting pressure on US residents.

The CCP’s "Operation Fox Hunt," initiated in 2014, has been ostensively portrayed by China as an anti-corruption drive, although its operations suggest otherwise, targeting dissidents abroad under coercive tactics that violate personal and national sovereignties.

Understanding Operation Fox Hunt's Background

"Operation Fox Hunt" has been publicly positioned by the PRC as a campaign against corruption, meant to repatriate individuals involved in financial crimes.

However, FBI Director Christopher Wray and other officials highlight a starkly different narrative, suggesting a direct PRC initiative to control or neutralize political dissenters globally.

According to Wray, elaborate harassment and intimidation strategies are employed against targets, pressuring them to return to China, with the dire alternatives often being threats against their families or, as grimly put by Wray, "return to China promptly or commit suicide."

These extreme measures have not occurred without notice. In 2023, the FBI charged 44 Chinese nationals for operating illegal PRC-backed police stations across New York, revealing the extent of China's transnational repressive operations. This discovery mirrors a global network of over 100 such unauthorized operations, with one station notably unearthed in Houston.

Legislative Context and Future Plans

Compounding the necessity for Abbott’s order, the Texas legislature has signaled a heightened focus on national security challenges posed by foreign government activities, prominently from China.

Historically, legislative attempts like banning land purchases in Texas by foreign nationals from specific countries, including China, suffered setbacks. Notably, such bills were aggressively countered by CCP-led lobbying efforts, illustrating the sophisticated interference of the CCP in local governance.

In response, Texas is ramping up its defenses. This entails enhanced training programs for the DPS, due for policy recommendation proposals by January 2025.

The strategy is to better equip local law enforcement agencies to collaboratively pinpoint and prosecute operatives executing foreign harassment or coercion missions on U.S. soil.

Stance and Statements from Texas Leadership

Reaffirming his stance, Governor Abbott has been vociferous about Texas’ intolerance towards any form of interference that undermines the safety or well-being of its residents, especially the over 250,000 Texans of Chinese descent. “Texas will not tolerate the harassment or coercion... by the Chinese Communist Party or its heinous proxies,” Abbott stated resolutely.

Alongside, he urged citizens to stay vigilant and report suspicious activities linked to the CCP or PRC’s oppressive measures through state-provisioned channels like the iWatch Texas Community Reporting System and a dedicated hotline. His call underscores a policy of zero tolerance towards any foreign powers compromising the state’s security.

FBI-Houston has also thrown its considerable weight behind alerting residents against such transnational repression tactics. They’ve publicized detailed accounts and warnings concerning the threats posed by the PRC’s government to anyone on U.S. soil who might challenge the CCP’s authority.

Implications for U.S.-China Relations and Texans

The executive order by Governor Abbott may well set a precedent for other states facing similar intrusive foreign operations. It underlines an ongoing struggle between the protection of human rights and preventing foreign governmental overreach within U.S. boundaries.

This policy is not just a protective measure but also a resolute stand against international harassment operations disguised as legal pursuits.

With this move, Texas joins a broader dialogue on safeguarding citizens against international political coercions, marking a significant moment in the ongoing narrative of U.S.-China relations concerning security and human rights.
